St. Paul Rent Stabilization 2026: The 3% Cap and Its Exemptions

Voters approved a 3% annual cap on rent increases in November 2021 β€” one of the strictest in the country, with no CPI adjustment. Amendments since then exempt new construction for 20 years, allow landlords to self-certify increases up to 8% where a right-of-return applies, and exempt affordable housing.
