Oakland's Rent Adjustment Ordinance covers most units in buildings with a certificate of occupancy before January 1, 1983. Since Measure V (2022) the annual allowable increase is 60% of the change in CPI, capped at 3%, published by the Rent Adjustment Program each July. Increases above the CPI amount require a petition; just cause is required to end a tenancy.
